Why the CBDC Adoption Battle Will Be Won at the District Level - and What Cooperative Banks Must Do Now

Sep 29, 20265 min read

Most banks approaching CBDC participation ask a technology question: which vendor, which stack, which integration path. The RBI Annual Report 2025-26 has effectively settled those decisions. The framework is programmable CBDC for DBT, the live precedents are Gujarat, Puducherry, and Chandigarh, and RBI has confirmed it will widen the programme to additional DBT use cases in 2026-27. The Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) pilot in Puducherry - inaugurated on February 26, 2026, and implemented with RBI, PFMS, and Canara Bank as the designated banking partner, has already demonstrated the model at a Union Territory scale.17 Union Minister Pralhad Joshi confirmed at the inauguration that the program will expand next to Chandigarh and Dadra and Nagar Haveli before a phased national rollout.

_The question that remains unanswered and that separates a bank with a CBDC strategy from one with a CBDC technology deployment, is the geography question: which districts should your bank target first, and why? _

The programmable CBDC model is geography-specific by design. Tokens are issued to beneficiaries within a defined geography and redeemable only at authorized merchants within that same geography. The bank that holds the authorized merchant network in a district is the settlement partner for every DBT scheme that routes through programmable CBDC in that district. That position cannot be replicated by a competitor through technology alone because it requires replicating merchant relationships and a government empanelment.

This article addresses how a cooperative or state bank identifies the specific district where its CBDC deployment creates that defensible, first-mover position in the DBT CBDC merchant network - and how it converts that position into a government empanelment before a competitor does.7

The DBT Data That Makes District Prioritisation Possible

The DBT Bharat portal (dbtbharat.gov.in), maintained by the DBT Mission under the Cabinet Secretariat, provides publicly accessible data on every Central and State scheme - beneficiary counts, fund transfer volumes, and Aadhaar seeding rates at state and district level. As of FY 2025-26, over ₹7.39 lakh crore has been transferred through DBT across all schemes, covering 176 crore cumulative beneficiaries across more than 300 Central and 2,000 State schemes. A bank's strategy team does not need proprietary data to build a district priority list because the DBT Bharat dashboard is sufficient.4

Three variables from this publicly available data determine district priority.

Scheme density: How many active central and state DBT schemes operate in the district, since more schemes mean more empanelment opportunities and more government agency relationships to build.

Beneficiary density: how many unique DBT beneficiaries are registered, since this sets the size of the CBDC wallet network the bank would need to activate and serve.

Aadhaar seeding rate: the percentage of beneficiaries with Aadhaar-linked bank accounts, since this determines how quickly a CBDC pilot can activate without requiring new KYC cycles.46

Layer the bank's own branch and merchant coverage data against this DBT intelligence. A district where a cooperative bank has deep branch penetration and an existing merchant base - but where no competitor bank has yet been empanelled for a CBDC-DBT programme - is the highest-priority district-level CBDC deployment target. High scheme density with low bank branch presence is a difficult activation regardless of opportunity size.

The Subhadra Yojana in Odisha illustrates the data availability. Beneficiary lists are published district-wise, block-wise, and Gram Panchayat-wise for all 30 Odisha districts at subhadra.odisha.gov.in. The 4th installment which was disbursed on International Women's Day, March 8, 2026, reached 1.02 crore enrolled women, each receiving ₹5,000. The scheme additionally provides a ₹500 digital literacy bonus to women who rank among the top 100 cashless transactions in their Gram Panchayat - a built-in merchant engagement mechanism that creates local transaction activity a bank can activate through its merchant network. 5

The Three-Variable District Scoring Framework

A workable district scoring model combines three variables, each drawn from publicly available data, in a structure the bank's strategy team can populate in a single working session. The framework surfaces relative priority between districts - which to approach first, which to defer - rather than an absolute go/no-go threshold. The specific investment case for each district depends on the bank's own deployment cost structure, branch density, and existing merchant relationships.

Variable 1 - DBT scheme density. Districts where multiple Central and State DBT schemes overlap are the highest-priority targets for CBDC integration for financial institutions. PMGKAY (food subsidy), PM Kisan (agriculture transfers), women's welfare schemes, and PM Awas Yojana (housing subsidy) each represent a distinct government agency relationship and a separate empanelment opportunity. A district where four or five schemes converge offers multiple simultaneous government entry points. The dbtbharat.gov.in State/UT dashboard and Scheme Drilldown Report surface this data directly.4

Variable 2 - Competitor bank empanelment status. Every CBDC-DBT pilot to date has been implemented with a single designated banking partner. For example - Canara Bank in Puducherry, was the sole banking partner for the PMGKAY pilot. While no published RBI or government notification has codified this as a permanent regulatory rule, the practical implication of the pilot structure is that the first bank empanelled for a scheme in a district holds that position for the scheme's duration. When a new scheme launches in the same district, the competitive position resets, which is why early entry and track record matter more than holding any single empanelment. A district where the designated settlement bank for PMGKAY is a PSU bank with weak merchant penetration is a district where a cooperative bank with stronger local merchant coverage can approach the state government with a credible alternative empanelment case for the next scheme. A district where a competitor is already fully empanelled and merchant-activated is a lower priority regardless of scheme density.7

Variable 3 - Merchant network readiness. Programmable CBDC tokens require a pre-defined authorised merchant list before they are issued to beneficiaries. This is how both the Puducherry PMGKAY pilot and the Odisha Subhadra Yojana operated - the merchant list preceded the token issuance, not the reverse. A bank that can present an active, KYC-verified merchant list when approaching a state government is a credible empanelment partner. District prioritisation should therefore be anchored in existing merchant coverage. The bank enters the government engagement conversation with a merchant list already prepared, not as an output of that conversation.78

The Live Template: What Puducherry and Odisha Reveal About Selection Logic

Puducherry was not selected for the PMGKAY CBDC pilot by accident. It is a Union Territory with a unified administrative structure, a small and manageable beneficiary count, a single nodal department for Civil Supplies, and a pre-existing Fair Price Shop network that served as the authorised merchant list. All four preconditions were in place before a single token was issued. The pilot structure - programmable e₹ tokens credited directly to beneficiary CBDC wallets which is redeemable exclusively at authorised FPS and merchant outlets - eliminated the possibility of fund diversion, fixed persistent biometric authentication issues with legacy e-POS devices, and made every transaction real-time and traceable.7 Canara Bank, as the designated banking partner, had the operational infrastructure in place at launch - the merchant network, CBDC acceptance tooling, and settlement reporting all live on day one. That is the model subsequent empanelments will follow: infrastructure readiness before empanelment confirmation, not after.

Odisha's Subhadra Yojana followed a parallel logic for the digital rupee merchant acceptance layer. The beneficiary list is published district-wise, the payment mechanism is Aadhaar-linked DBT, and the ₹500 cashless transaction bonus creates built-in merchant engagement at the Gram Panchayat level. RBI's Annual Report 2024-25 confirmed that the e-Rupee has been used to disburse payments to around 88,000 beneficiaries under Subhadra Yojana - establishing the first precedent for CBDC-linked state welfare disbursement at district level.58

RBI has confirmed its intent to replicate this model. The RBI Annual Report 2025-26 states that in 2026-27, the bank will widen domestic CBDC pilots to include additional use cases in direct benefit transfer. Multiple government agencies commenced DBT scheme pilots leveraging CBDC programmability during 2025-26.13 The pattern is to identify a geography, define the beneficiary list, define the merchant list, empanel a bank - will repeat across new states and UTs. The question is which bank is positioned in each new geography when the programme arrives.

The replication pattern reveals which districts to monitor proactively. States with announced or planned CBDC-DBT pilots, large-budget welfare schemes with Aadhaar-linked beneficiary data already structured, and a DBT Performance Ranking above 60/100 on dbtbharat.gov.in - indicating functional digital transfer infrastructure - are the geographies where the next round of empanelments is most likely to emerge.4

The Government Engagement Sequence: Converting a District Priority List into an Empanelment

Government engagement for CBDC-DBT empanelment differs from standard bank-government relationship management. The relevant ministry is not the Finance Ministry. It is the scheme-operating ministry: Food and Civil Supplies for PDS programmes, Women and Child Development for women's welfare schemes, Agriculture for farm subsidy programmes. Each ministry has a designated DBT nodal officer whose contact details are on dbtbharat.gov.in. The bank's initial engagement should be with that nodal officer - not the state Finance Department - because empanelment decisions are made at the scheme-operating ministry level.46

The empanelment pitch has three components that distinguish it from a technology vendor proposal. First, an active, verified merchant list for the target district - Fair Price Shops, kirana merchants, healthcare outlets - categorised by the scheme's eligible expenditure categories. Second, live RBI digital rupee for banks infrastructure: QR codes provisioned, CBDC wallets activated, settlement reporting configured. Third, demonstrated staff and merchant education capability - the government needs confidence that once it empanels the bank, the merchant network will actually process CBDC transactions at volume, not just pass a technical certification.

The sequencing of district engagement compounds over time. A bank that simultaneously approaches ten state governments with generic proposals wins none. A bank that builds a proven empanelment track record in one district uses that track record as credibility evidence for the next. The first empanelment is the hardest. Every subsequent one uses the prior as a live reference - and the government agency evaluating the second proposal can verify the first is producing transaction volume, not just certified. RBI's 2026-27 CBDC expansion will generate new empanelment opportunities. The bank that enters those conversations with an active deployment is in a fundamentally different negotiating position from the bank approaching with only technical capability.1

Why Digiledge CBDC Is Built for the District-Level Deployment Model

The district-level CBDC strategy described in this article requires a technology platform that moves as fast as the government engagement playbook allows - a partner whose stack is already RBI-certified, whose merchant onboarding tooling is production-ready, and whose architecture absorbs new RBI programmability parameters without re-architecture. RBI introduced user-level programmability in 2025-26, enabling individual users to send programmable money to other individuals. When RBI adds new DBT scheme types in 2026-27, a bank on a rigid integration faces a rebuild cycle. A bank on Digiledge's platform receives those updates as push updates - the same architecture absorbs each new parameter without disrupting live district deployments.2

Digiledge CBDC is an API-first, blockchain-powered, RBI compliant CBDC solution built on microservices and Kubernetes. The platform delivers the full operational stack for district-level deployment: support portal, merchant onboarding tooling, DBT upload functionality, purpose wallet operations, token intelligence, and regulatory reporting - covering every component a state government's CBDC-DBT empanelment would require. A bank approaching a state government with Digiledge as its technology partner is approaching with a platform that has already passed RBI certification and already activated merchant networks.10

Digiledge's bank-enablement model - staff training and merchant education alongside the technology deployment, not as a separate engagement - has been delivered across Federal Bank, Karnataka Bank, Canara Bank, and Indian Bank. That track record is the third component of a credible government empanelment pitch: not just technical readiness, but demonstrated adoption at scale. The CBDC revenue opportunity for banks that build this district-level position is not limited to the first scheme empanelment. Each district deployment compounds: the merchant onboarding infrastructure, the KYC processes, and the government relationships built for one scheme are directly reusable for the next empanelment in the same district - even where the authorised merchant list differs by category.

Frequently Asked Questions

1. What is programmable CBDC and how does it work in DBT schemes?

Programmable CBDC is a form of the digital rupee where the token itself carries spending restrictions coded at issuance. In the Puducherry PMGKAY pilot - launched February 26, 2026 - food subsidy was credited to beneficiaries as e₹ tokens redeemable exclusively at authorised Fair Price Shops and merchant outlets for entitled foodgrains. The token cannot be used for any other purpose, eliminating the possibility of fund diversion that traditional cash or bank transfer DBT cannot prevent. RBI introduced user-level programmability in 2025-26, extending this capability so that individual users can also send programmable money to other individuals.72 In a district-level CBDC deployment, the bank holds the authorised merchant list, provisions the QR codes, and processes every token redemption - making it the operational hub for every DBT transaction that flows through programmable CBDC in that district.

2. How does a cooperative bank identify which districts to target for CBDC-DBT empanelment?

District prioritisation for a cooperative bank CBDC strategy uses three publicly available data sources. The DBT Bharat portal (dbtbharat.gov.in) provides scheme density, beneficiary counts, and Aadhaar seeding rates at district level. The bank's own branch footprint and existing merchant coverage maps determine where it can activate a merchant network quickly. Competitor empanelment status - trackable through state government notifications and RBI announcements - identifies where the first-mover position is still open.[4] The framework surfaces relative priority between districts rather than absolute go/no-go thresholds - the specific investment case depends on the bank's deployment cost structure, branch density, and existing merchant base. The Subhadra Yojana portal at subhadra.odisha.gov.in demonstrates the data granularity available: beneficiary lists are accessible district-wise, block-wise, and Gram Panchayat-wise for all 30 Odisha districts.5

3. What does a bank need to present to a state government for CBDC-DBT empanelment?

Three things distinguish a credible CBDC empanelment proposal from a technology vendor pitch. First, an active, KYC-verified merchant list for the target district - categorised by the scheme's eligible expenditure categories (for PMGKAY: Fair Price Shops and authorised food merchants; for healthcare schemes: pharmacy and clinic networks). Second, live infrastructure: QR codes provisioned, CBDC wallets activated, and settlement reporting configured and demonstrated - not a capability deck. Third, an evidence-based staff and merchant education capability - the government needs assurance that the merchant network will process CBDC transactions at volume after empanelment, not require a six-month adoption ramp. Infrastructure readiness before empanelment confirmation, not after, is the model the Puducherry pilot established.7

4. Which states are most likely to launch new CBDC-DBT programmes in 2026-27?

RBI has confirmed that 2026-27 will see wider domestic CBDC pilots including additional DBT use cases. Union Minister Pralhad Joshi confirmed at the Puducherry launch that the PMGKAY-CBDC model will expand to Chandigarh and Dadra and Nagar Haveli before a phased national rollout.[1,7] Beyond these confirmed expansions, states with high DBT Performance Rankings on dbtbharat.gov.in, structured Aadhaar-linked beneficiary data, and large ongoing welfare budgets - including Odisha, Jharkhand, Madhya Pradesh, and Rajasthan - are the most likely candidates for the next round of CBDC-DBT empanelments. Cooperative banks in these states that begin building their merchant networks and government relationships now will be positioned to enter empanelment conversations before the programme announcement - not after it.4

5. What revenue does a bank earn from a CBDC-DBT district deployment?

The CBDC revenue opportunity for banks in a district-level DBT deployment comes from four sources. Transaction settlement fees on every programmable token redemption at authorised merchants. Merchant service revenue from the QR code and soundbox acceptance infrastructure the bank provisions. Cross-sell from the wallet relationship: a beneficiary whose DBT payment arrives in a CBDC wallet through the bank's platform is a banking relationship the bank can deepen into savings products, microinsurance, and credit. And data: every token redemption creates a verified, purpose-tagged spending record that builds a financial profile for the beneficiary - a credit underwriting input that no paper-based or cash DBT scheme generates. The district deployment is not a compliance exercise. It is the bank's lowest-cost path to acquiring a structured financial relationship with the highest-density welfare beneficiary population in its geography. DBT CBDC District Strategy for Cooperative Banks in India
